McCain lobbied Flake, who stayed on no side

John Mccain had lobbied Arizona Republican Rep. Jeff Flake, pressing hiim to switch his vote, Flake said after the vote.

"The reason the bill is better is because of McCain," he said, calling the Arizona Senator a "good friend." Flake voted no anyway, saying that McCain didn’t put the screws to him, but rather that the two had a "gentle conversation."

Rep. Harry Mitchell, an Arizona Democrat, switched from a no to yes.
